Libelium Lab designs and integrates Internet-of-Things (IoT) and data platforms that turn sensor networks into actionable insights for cities, utilities, and industry. The company focuses on open architectures, robust device fleets, and end-to-end integration from edge to cloud, enabling real-time monitoring, automation, and evidence-based policy. Its teams combine hardware engineering, data engineering, and civic-tech delivery to accelerate deployment and impact at city scale.
Role in SENSE: overall coordination and technical integration leadership, aligning pilots with Cartagena’s needs and ensuring end-to-end interoperability across the consortium.
City of Cartagena (Frontrunner City)
Cartagena is a coastal city with a strong innovation agenda spanning heritage, port economy, environmental quality, and digital public services. The municipality invests in open data and citizen participation to make planning more transparent and inclusive, while improving mobility, air quality, and urban resilience. Cartagena’s digital transformation leverages spatial planning, data governance, and stakeholder engagement to deliver tangible quality-of-life gains.
Role in SENSE: hosts a frontrunner CitiVerse pilot, opens municipal datasets, convenes local stakeholders, and validates replicable participation workflows.
City of Kiel (Frontrunner City)
Kiel is a Baltic maritime city with ambitious climate, mobility, and waterfront strategies. The city operates mature data platforms and collaborates closely with universities, NGOs, and startups to co-create resilient urban solutions. Kiel’s policies emphasise clean mobility, liveable neighbourhoods, and inclusive public spaces supported by transparent, data-informed decision-making.
Role in SENSE: runs a frontrunner CitiVerse pilot focused on environment, mobility, and resilience; contributes sensor and planning data; and co-designs citizen-facing XR (extended reality) experiences.
deltaDAO AG
deltaDAO AG specializes in building decentralized data & AI data space ecosystems, focusing on technical data sovereignty and compliance within the European digital landscape and Gaia-X. deltaDAO has orchestrated the largest publicly available Gaia-X ecosystem Pontus-X and lighthouse data space, enabling seven functional and interoperable Gaia-X Lighthouse projects across the domains agriculture, space, aerospace, mobility, manufacturing and industry 4.0. deltaDAO is certified Gaia-X advisor, orchestrator, accredited Gaia-X Clearing House (GXDCH) Provider, Gaia-X Member, and offers certified Gaia-X experts.
Role in SENSE: designs and operates the SENSE data space and marketplace, enabling cities and partners to onboard, govern, and reuse data for interactive Local Digital Twins.
Drees & Sommer
Drees & Sommer is a European consulting and engineering firm supporting sustainable buildings, infrastructure, and cities. It combines programme management, digital transformation, and ESG (environmental, social, governance) expertise to deliver resilient, cost-effective solutions. The firm works with public authorities and industry to bring together technology, governance, and user needs.
Role in SENSE: drives adoption and replication with follower cities, supports security-by-design and data authenticity, and contributes to long-term sustainability, training, and exploitation paths.
Nurogames
Nurogames was a studio creating interactive 3D and gamified experiences across platforms, including serious games for education, culture, and public engagement. The company translated complex topics into accessible, user-friendly applications with strong UX (user experience) and multi-device delivery.
Role in SENSE: Nurogames has recently gone bankrupt and left the project. The consortium is redistributing and taking over their tasks to maintain continuity without compromising timelines or quality.
Open & Agile Smart Cities (OASC)
OASC is a global network helping cities build interoperable digital ecosystems that avoid vendor lock-in and enable reuse of solutions. Working with cities, industry, and experts, OASC promotes the Minimal Interoperability Mechanisms (MIMs)—a pragmatic set of building blocks for connecting data and services across jurisdictions. This reduces costs, increases portability, and accelerates innovation.
Role in SENSE: leads communications and international collaboration, advances practical interoperability (MIMs-aligned), and supports the City-x-City/CitiVerse Academy outreach for replication.
MaaS Alliance
The MaaS Alliance is a public-private partnership dedicated to advancing Mobility as a Service (MaaS) globally. Its mission is to unlock the economies of scale needed for successful MaaS implementation by facilitating a single and open market for these services. The Alliance brings together diverse stakeholders—including transport operators, service providers, and public authorities—to create the foundations for a common approach to MaaS. They work to ensure the full deployment of integrated, seamless, and sustainable mobility options that meet the needs of users in Europe and beyond.
Role in SENSE: advises on MaaS-ready architectures, standards alignment, and governance patterns so mobility use cases in the CitiVerse can scale across cities.
University of Galway
The University of Galway is a leading Irish research university with strong profiles in digital innovation, data governance, and societal impact. It connects academic excellence with public-sector transformation through multidisciplinary centres and European projects. The university contributes to standardisation, policy engagement, and evidence-based methods.
Role in SENSE: curates the CitiVerse Standards Register, consolidates best practices, and supports policy dissemination and stakeholder outreach to align SENSE with European and international efforts.
